The judge makes sure that a bride and groom witness the signing of their contract.

Many States in the world embrace the job of religious clerics. The United States for instance allows the members of the clergy to preside over marriage ceremonies and other rites of passage. The states also recognize the role of the judges in presiding over the ceremonies for them that do not want to do it in the church.

In religions such as Judaism, main celebrant is the Rabbi. He is the authorized celebrant in such occasions and no one else. In other religions such as Quaker, people just stay together and make the commitments of a marriage all alone. There is no presence of a third party to be the witnesses in such a marriage.
